PMP11769: 360W supply with 700W audio output?

I have a question about this design. As is stated in the design description the 2 amplifiers are set for a total output of 700W (RMS I presume) whilst the 36V DC/DC supply provides 360W continuously (with 720W peaks).

Won't the power supply starve the amplifiers? Or does the design use bulk output capacitance in order to get that extra "oomph" to get it over those peaks in audio signal?

If I wanted to design something similar, what rules of thumb should I abide by? Should the power supply match the RMS wattage of an audio amp, or is there some other method of determining the rating of a PSU for such applications?
