TIDA-01606: C130 across PGND and GND

Hi team,

I would like to understand what this C130 is for. PGND and GND are actually not isolated by the circuit of INVERTER OUTPUT VOL TAGE SENSING. I'm worry that the C130 would make low impedance path for EMI.
