TIDA-00835: DNP Inconsistencies In Schematic

Hello, I was looking through the schematic files and there are tons of red X, DNP markings but some do not make sense. For example, R66 and R69 have DNP but if you do not populate those the signal pins for that piece will go nowhere. Are some of the DNP's meant to be short circuits?
